[Openstds] IGF Open Consultation Statement

Attached is the DCOS statement that we'll give at next week's IGF Open 
Consultation. Thiru Balasubramaniam from KEI will speak on our behalf.

We've also updated the web site and moved it to our own domain. It needs 
some work -- I'm still a novice at using Word Press, so bear with me -- 
but check it out at http://igf-dcos.org
