[Openstds] Notes from informal meeting Feb. 4th

I read the notes and I think we're in agreement on the definition side of things.

When W3C started its WAI effort in 1997, the situation with accessibility 
guidelines was similar as today: lots of definitions, guidelines, etc. We didn't 
try to define what Web Accessibility was, beyond saying "Web pages accessible to 
People with Disabilities".

Open Standards are standards open to all their potential audience.

Doesn't help much, but it's worth saying in some form or another.

Going beyond that in trying to define Open Standards would require listing 
criteria, per audience, per priority, per technology, etc, and this is what the 
WAI work ended up delivering: technical principles, guidelines, for pages, 
authoring tools, by web languages, etc and doing outreach, tools, of course.

So I think we're going in the right direction, albeit slowly (not a criticism, 
really, W3C had and still has several staff and dozen of members and experts 
working full time on the WAI guidelines)
