[Openstds] DCOS Statement at IGF Consultation meeting in Geneva

Yes, Manon, I hadn't sent the notes to Daniel yet from that meeting. I 
think what was said at the IGF Consultation is fine for now. Notes from 
our informal meeting are forthcoming.
